We welcome the opportunity to respond to this consultation, as a means of mitigating risk in
the event of incorrect application of the Off-Payroll Working (OPW) rules and preventing the
unjust enrichment of the public purse through double taxation. However, we remain
concerned that there seem to be no effort by Government to provide statutory and advanc
clearance to Clients in relation to their employment status assessments, and that CEST
remains unfit for purpose.
